The emote is based on the face of Alex Jebailey, the founder of CEO (Community Effort Orlando) gaming. CEO was an annual fighting game held throughout Florida. The emote is a picture of Alex Jebailey looking up, presumably at the chat above his head.
The emote and the term Jebaited is used when someone is successfully tricked, especially if they fell for something that was obviously a joke.
