The emote is an unusual picture of Alan from the SeriousGaming channel on Twitch. SeriousGaming consists of the couple Alan and Victoria.
The emote is used when something is done or implied that “anyone could do easily.” For instance, if a streamer gets a bit of luck in-game that allows them to win far easier than they should have, the BrokeBack emote might be used.
It can also be used as an insult toward someone who is acting stupid or dopey.
